Yes, because in a truly secular country, we don't take marching orders from religious leaders. The government makes laws that make practices such as those you mentioned unlawful. They'll go to jail here.
It is society. Uganda, over 85% of whom are Christian, a Christian country. They were set to pass a bill that would make homosexuality a crime worthy of the death penalty until the global condemnation. And not just the law, in society at large newspapers published pictures of known homosexuals with captions calling for their death. Homosexuals have been attacked and murdered by bigots, just like your news story from Iraq.
